Psychological and Developmental Relief Society is a legally constituted and officially licensed non-profit humanitarian society, operating under the authority of internationally recognized governmental institutions, with a specialized mandate to deliver emergency psychological relief and rigorously designed, evidence-based community development interventions that respond to fragility, strengthen resilience, and uphold human dignity.

Dr. Amna M. A. Hmad
Chairperson & Founding Director

Dr. Amna is a senior academic in psychology and mental health, and an experienced humanitarian leader with extensive expertise in crisis management, psychological interventions, and institutional governance. She founded the Psychological and Developmental Relief Society and fully oversaw the preparation of its Constitution, internal regulations, and all organizational policies, while designing its administrative, operational, and financial structure with precision to ensure sustainable psychological and developmental services delivered with the highest standards of efficiency and transparency.

Dr. Amna’s vision focuses on promoting mental stability, strengthening the resilience of vulnerable communities, and safeguarding human dignity. She has led large-scale programs supporting affected populations and displaced communities, guiding them from critical emergency phases to psychological and social stability. Today, she dedicates her full academic and field expertise to developing integrated programs that uphold professional and humanitarian excellence in psychological relief and community development.

Major General Abdal-Fattah Hamail
Vice-Chair of the Board

Major General Abdel Fattah Hamail is a retired senior police officer with extensive experience in crisis management and civilian protection in conflict zones. He applies his professional expertise to support the Psychological and Developmental Relief Society’s programs, aiming to safeguard Palestinian communities and strengthen their resilience amid ongoing conflicts.

Dr. Somaya Al-Sayegh is a senior academic in nursing sciences and the Dean of Al-Rawda College. Executive Director & Co-Founder

Eng. Aya possesses extensive and distinguished experience in humanitarian work and community development projects, with strong leadership skills in coordination, management, and program administration. She fully established the General Management Committee to ensure optimal outcomes and continuous oversight, and she founded the field and financial committees, which form the backbone for executing the Society’s strategic initiatives.

Eng. Aya was among the first to establish the Society’s field teams, acting as the operational arm of the Board’s vision and ensuring the efficient delivery of humanitarian services. She brings a youthful and ambitious perspective, blending realism and innovation, and demonstrates unwavering commitment to professional and humanitarian standards across all executive programs and initiatives.

Dr. Abdelaziz – General Supervisor and Senior Advisor of the Society

Dr. Abdelaziz is a highly skilled and senior professional with exceptional oversight capabilities and a strategic vision in general governance. He is credited with establishing the Society’s foundational operational framework and supervising the drafting and oversight of organizational policies in close collaboration with the Chairperson of the Board. He also established the General Oversight Committee, which monitors the Society’s operations comprehensively to ensure transparency and efficiency. Dr. Abdelaziz played a key role in creating transparent and robust structures that ensure the continuity of the Society’s work, operational efficiency, and the delivery of humanitarian programs with integrity and measurable impact across all initiatives.

Dr. AbdalKareem – Director of Project Management Committee and Founding Member

Dr. AbdalKareem is a highly skilled and dynamic leader with extensive expertise in project management and organizational leadership. He spearheaded the establishment of the Project Management Committee, ensuring optimal project outcomes, rigorous impact measurement, and the integration of lessons learned into future initiatives. In addition, he played a pivotal role in founding other specialized committees within the Society, significantly enhancing operational efficiency, program effectiveness, and the Society’s overall capacity to deliver meaningful humanitarian impact.

Dr. Abdulraman is an experienced physician and founding member of the Society, with extensive expertise in medical practice and healthcare resource management. He founded the Psychiatric and Psychological Treatment Committee and developed the framework and structure for developmental health relief, serving as the primary leader for all the Society’s medical services. Dr. Ahmed – Society Coordinator in Egypt

Dr. Ahmed plays a pivotal role in coordinating the Society’s activities in Egypt, expanding humanitarian work and delivering psychological and developmental services to Palestinian refugees and affected communities. He believes that the psychological and developmental needs of Palestinians in Egypt are as important as those in Palestine, especially following the recent displacement from Gaza. With extensive experience and strong organizational skills, Dr. Ahmed has demonstrated exceptional capability in leading and coordinating humanitarian programs on the ground effectively.

Dr. Saed – Society Coordinator in Turkey

Dr. Saed plays a key role in coordinating the Society’s activities on the ground in Turkey, facilitating the delivery of psychological and developmental services to Palestinians residing in the country, with particular focus on patients displaced from Gaza during the conflict. He works in close coordination with the Board of Directors and demonstrates high-level organizational and coordination skills to ensure effective and efficient delivery of support.

The Society is headquartered in Gaza City and operates through several offices, including:

  2. Nablus (West Bank Main Office)
  3. Cairo (Egypt Main Office)
  4. Istanbul (Turkey Main Office)

The Society was established in response to the growing psychological and developmental needs of conflict-affected communities, foremost among them the Palestinian community, where psychological and social impacts are no less severe than material damage. The Society is headquartered in Gaza City and operates through several hosted offices in Gaza, Nablus, Cairo, and Istanbul, enabling effective humanitarian responses within Palestine and across regional contexts.

Many vulnerable groups require integrated psychological and developmental support, including women, persons with disabilities, and individuals who have experienced loss. We view restoring psychological stability for these groups as a significant humanitarian and developmental achievement, particularly given their substantial presence within the affected community.
